Today a friend of mine helped me install a two brothers slip on on my bike. After he finished installing it I noticed a small hose dangling next to the break pedal. We have no idea what it is. Anybody that has a clue please tell me. Thanks

There's an overflow on each side. When you open the tank you will see 2 drain holes for the occasion if you overfill the tank. The hoses simply drain out the excess gas

I think one is the fuel tank vent (the one you are holding), and if you look a little further up, there will be the other one, which I think is for draining (gas and water...?) from the filler cap.

Correct me if I'm wrong ...

Either way, you don't want those kinked. Been there, done that. Here's a nice post about it: Fuel Tank; Don't Kink the Hoses! w/ Pics
