Licence Plate Bulb and Voltage

I have had two licence plate bulbs burn out and I left the burnt one in for the longest time. I got a 6 smd led bulb to replace with. Before I did I checked the voltage output through the light bulb bracket. It is showing roughly around 12.9v output. Is that too high voltage? The bulbs are usually are rated at 12V right?

Does anyone know why it would be outputting higher voltage?

Also, can anyone who does not have bulb burnout issues check what voltage their licence plate bulb bracket outputs (preferably on a 2004 to 2006 FZ6 as mine is a 2005) as a baseline?

It's 12v nominal like most car electronics. When the bike is on, the output is ~14v depending on RPM and other load on the alternator.

I replaced my license plate bulb with a cheap LED as well and it has been fine.
