looking at the bottom and how the edge appears serrated, I'm going to guess its a grinder of some sort.
Do the serrations mate up with equal counterparts on another piece? Also, does the nipple on top serve a purpose or move?
The serrations do not mate with anything. The nipple does serve a purpose.

The little nipple is used to push out the pins for a tool free take down.
