Brake Disc Lipped

My rear brake disc appears to have quite a bit of wear. When I feel the disc there is a slight groove into where the brakepads make contact.
The bike has 17k on the clock which is a bit early for something like this.
is it possible that the previous owner had a bad habit of leaving their foot on the rear brake?
Most of the miles were said to be touring miles.

This is a 2009 S2 ABS.

Either that or the caliper seized and was dragging on the rotor. You're probably fine though, I don't think I've ever heard of someone wearing out a rear rotor before.
