If they don't compromise the strength and can be sanded smooth (just the HIGH RIDGE), now all you do and fill the gouge, prime and apply new paint then reassemble!

I purchased my bike which was laid down on both sides (different occassions) with the bulging part of the frame gouged (no sliders). The right upper side of the frame (below pic, was gouged badly(approx 40MPH slide on rough pavement). Double click to enlarge the first picture to zoom in and look at the frame.
I actually didn't own the bike yet (still my friends son's bike). I took a fine rotary tool with a small (maybe 2" diameter) sanding disc. Started with a course grit, went down to fine grit. No filler, just painted over the damage, can't see it unless I pointed it out to you. I wasn't spending $35 for a rattle can of "Colorite" paint (the correct paint, texture/color).
Also, if replacing the frame, your going to need a
title for the frame. Most, if not all, go by the
VIN #, which is on the steering head of the frame.
Also, one member, "Chevyfazer" cracked his frame. He jackd up the bike in different spots and literally removed the half that was broken so it could be welded, He did NOT BREAK the bike down, very, very ingenious IMHO...
