    Y-shaped cooling pipe

Is this rust on forks and horn a problem?

Hi Folks, I was noticed a bit of rust on my bike around the forks and horn (see photos). Do you think it's a problem? Am I being too paranoid? How should I get rid of it? I was thinking of using WD-40 and a brillo pad. Thanks for the help!
