I was talking to a guy here at work that does up old bikes and he got this from some hot rodders apparently its an old farmers tip:
mix about a cup of Molassess with a gallon of hot water, fill the tank and leave for about 24 hours, the rust apparently just falls off leaving clean metal. You then need to either paint or surface treat to avoid new rust on an external surface but inside a fuel tank your ready to go after rinsing out the residue.
the good thing is that you can pour the molassess mix out onto the garden as its biodegradable.
Might be worth a shot if you need a solution.
Nick said it was before sandblasting was an option and dairy farmers would use it for cleaning all sorts of equipment because it was cheap option for them
