First point of call at a scene is to access the scene and then tend to the injured...of course the first thing you check for would be an airway, with the position he's in..the airway is open. Breathing...only way to check this would be chest and then circulation by checking the carotid pulse which is in clear view.
Anyways...it would be obvious at this stage that the person was dead, considering the force that it would have taken to beat in a door panel like that it would have been my first assumption. Even if he were alive, they wouldn't move him straight away, not any good if you have a broken neck!
I'm sure they had their reasons why they didn't move him...and sure we dont know when the pictures were taken...it could have been right after he was pronounced dead.
RIP again to the poor guy.
