I'm wondering if there's a way i can lower the effective power of my bike for a while until i am more comfortable with it. I'm a noob, so i want to take my time getting familiar with the bike before i access the full power

You are making yourself totally paranoid about this bike. Calm down and try to relax, take it to a parking lot for lots of practice & when you can afford it, take the MSF course like you've planned.....
You sound like a sensible young man.....believe in yourself and your abilities.
Mate, that's a given. You shouldn't be on a public road until you can ride it AND more importantly, STOP it safely! You can kill yourself at 20km/h so just be careful and take your time learning. You will love it when you can ride it. Just listen to what people are telling you when they are teaching you to ride.i am assuming that i can do that, but i was hoping there'd be an easy solution to tame it down until i'm proficient at throttle control...
If there isn't, i'll just be living in the parking lot with it for the first week... no open road at all till i'm 100% confident that i can control it
