Yes, Cliff, it's Alf (everybody agree with him, please).
It has the obligatory US Flag and MIA/KIA flag (I believe) so the Harley riders will wave at them. That red flag may be the USMC flag. Gotta keep the theme alive that, even though they're on a Honda, they're bad aff. I think I see an AARP sticker...
