I thought (honest guv) it might be a whip but the agricultural tool reference was a wee (I'm turning Scottish) bit off putting.

Sound was the key and an electrically agitated photon generating tungsten fiber element has no sound. Therefore, when used properly, the flashlight falls outside the scope of the description. You get points for a nice try though…
