There are several answers. Some are:

2 x 3 + 6 / 2 - 3 + 1 = 5
2 + 3 - 6 - 2 + 3 + 1 = 5
2 - 3 + 6 - 2 + 3 - 1 = 5
2 + 3 x 6 / 2 / 3 x 1 = 5
