I think I read also that positive eye contact also helped if the idiot on the car is going to actually 'see' you rather than ignore you.
This time of year I am wearing a yellow fluorescent overjacket just in case it helps- its also another layer or warmth.
I tried the builders velcro fastened waistcoat but that was useless. Ended up I brought an extra larger runners fluorescent jacket- that zips up all the way and is a tight fit over my jacket so doesnt flap about- they are dear but this time of year you can get bargains in sports shops as runners arent buying so many. I got mine for £10- Bargain
