The two bolts holding the ignition are ones I haven't seen before. I think its a cover but I don't know to remove it. Anyone?

The funky heads are security heads for the two mounting bolts, their NOT COVERS.
You have to remove the upper triple clamp, flip it over and drill out the heads. Use a center punch to get started and a small bit. Work up to a larger bit just big enough to rid the head. Be gentle/slow when getting close so you don't damage the switch.
Once the switch can be slid off the headless bolts, turn the (now) studs out with a vise griip/pliers(standard-not reverse thread)... Replace with 2 bolts of your choice....
