im assuming you mean for the tap/faucet?
if so, i dont have that problem here in TN, we have a sedimentation issue with our water. don't think brita/PUR filters that kinda stuff, but it helps with my problem.
i would imagine for Fluoride and Chlorine you would use a distillation process to boil the water, then let the condensation collect and flow into the tap.
