How hard is it to build a blog like that? Say for someone who uses computers everyday but has never done any CS/IT work at all.

Through blogspot.com, it is not hard at all. I do not use HTML editing to do it. They make it pretty easy to do. All you do is choose a template to use and start typing what you want.
