That is definitely rust... as people have said, it is a drain hole. You need to actually scrub it a little and it will get clean.

It's definitely something more than just rusty water and it's not oil. I cleaned it all up and I'm about to go for a ride. I'll see if anything else creeps out. Thanks for all the info guys.

the stuff is assembly grease, when i worked at a dealership it was all over some of the bikes. should'nt be a problem.
