I saw this on my way home today. It has a small fairing around a single headlight. Looks like late 80's to mid 90's style, but I may be wrong

Any ideas? The bike looks like it's in real good condition.

Appears to be a SECA II comparing to Google Images. The original SECA has much older styling.

Yes, Seca II. I used to own one. It was a good "standard" bike, but old-school with air cooling, 2 valves per cylinder, non-radial tires.

According to Wikipedia: US Seca IIs were manufactured from 1992 to 1998. It is fitted with a 598cc, air-cooled 8-valve inline-four engine producing 61 hp (45 kW) and 55 N·m (41 lbf·ft). I guess that negates needing liquid cooling due to low power output compared to an R6 or FZ6. Very commuter friendly bike.
