Need Help With White Dried Stuff Leaking

(Ignore the missing engine bolt mount) I’m getting that fixed soon, bought this bike off of marketplace but got scammed looks like. Just after a few days of it sitting and barely being ridden this white stuff started leaking. It’s only white when it’s dried. Any help would be greatly appreciated.

That's a drain for the spark plug well(s) /tube.

Any water that gets past the spark plug(s) boot will drain there.

If you just washed the bike and the boots are leaking, water will exit there.
For the boot itself, if you put some di-electric grease over the plug ends AND flat
part of the wire (that touches the valve cover) will help seal it.
