Frame sliders turning?

Hi, i just installed my new Shogun "no cut" frame sliders. Right bolt was not so difficult to remove while left one seem to have been loctite-ed and used some power to remove. when i fitted sliders and tightened the bolts to tightness original ones were i noticed that both sliders when i try to turn them are in fact turning slowly although bolt is not moving (of course). Is this normal? washers that came with slides are not spring washers nor are the original ones. Do you usually loctite the thread when fitting them?

I have Shogun Frame Sliders and they turn, even though they are torqued down.

I used Loctite on my frame sliders because guys on the forum suggested it.

With as many vibrations as our bikes have, Loctite should probably be used whenever feasible.
