Only 1 way to find out! I'll make a test vid and upload to youtube and see if they pull it! Excellent idea. It's all down to their software. I don't know if 30 seconds is enough for it to find a definitive match.

Commercials have to pay royalties even if they only play a few seconds. I believe 10 seconds is the legal amount of time a broadcast can play of a song, unless the broadcaster is licensed to play music.
Songs that are not popular can be a great addition to video. People will pay more attention to the video and less of the audio. Also if people like the song but don't know it they will likely give the video another watch even if it is just to hear the song.
