Buell XB Windscreen pad purpose

Does anyone who has a Buell windscreen on their FZ know what the purpose of that strip of foam on the backside of the screen is for?

I just got a good deal on an old windscreen but that pad is pretty rotted and about to fall off. Just wondering if it serves some crucial role before i start doing the naked mod.

on the buell it closes the gap between the screen and the cluster. All of the wiring is in there.

BTW: youd be surprized how cheap buell parts can be new. Just call the dealer.
