Holding the RPM's steady, will allow the VR to catch up and eventually even out (maybe 3-4 seconds, you'll see it level out)

At Idle, you need more than 12.5 volts, your discharging the battery (not good).

A low idle setting could do this, but it should be at least 12.8-13 volts or so idleing
