Here's a few possibilities that came to my mind:
- keep the surface of your skin as dry as possible (mineral makeup, powder, etc)
- try to make your helmet "dirt proof" (close the visor, get a wind block in it)
- wash or wipe your face on breaks.
A dust proof foundation must still be waiting for it's discovery, because I haven't been able to find it yet.
