Does anyone know if the clear plastic screen on the Gauge/Instrument Panel can be removed to get buffed out? I guess the harsh sun chewed mine up bad.

I got some cheap eBay levers like that. Fit and work well. They were gloss black when I got them but quickly turned gold from the sun. Match my gold chain now.

I had a similar problem once, but I can't remember if the fuel pump primed or not with me. The issue was my breather fuel lines were kinked under the tank.

Is a engine from 07-08 Californian FZ6 straight swap to a 06 non-Californian FZ6?

I had my mechanic try an salvage the original engine. He had a metal worker do some welding over the crack/hole and he did some more welds. It still leaks a bit, hardly noticeable. Now I'm just waiting for it to fail again.

It's at about 1300. I'll try fresh fuel and Ringfree. Also too, when I restart it I have to flip the Kill Switch off and on for it to turn over. I would think if it's a bad/loose connection with the Kill Switch it would shut off during riding due to bumps and vibrations oppose to a calm idle.

I was thinking about that too. I did get frustrated with the fuel pump housing, trying to take it apart was not fun for me, but should be easier the second time around.
