Ok, we are getting somewhere. Motorcycles are ALWAYS hard to shift between gears when the engine isn’t running. If you want to do some “cold engagement” then simply rock the rear tire back and forth as you try to engage the next gear.
You may need to check if the shift linkage is bent. You can...
Welcome to the forum and thank you for the detailed first post. Is the problem that the engine shuts off when the bike is put into first gear, that bike won’t stay in first gear or you can’t engage first gear? All three seem to be mentioned in your post.
If the bike shuts down, I would...

How’s your tool kit? I’m going to make some recommendations that could make the difference between a good experience and “I’m never doing this again “.

Has this bike been outside all winter?
Not a lot. Disconnect the connector at the brake switch. Attach your tester to the two prongs, apply the brake and listen for the magic continuity beep. No beep…then you have found the problem. If it beeps, you’ll have to start digging further.
I have replaced a number of brake light switches over the years (never on an FZ) so they do fail. It is possible that they both have failed. A continuity tester is your friend here.
