Does everyone have starting issues with the solenoid unplugged because my 06 starts up and runs without the solenoid plugged in, wierd.

Im doing a drop in filter, cat delete and possible drill out of stock muffler and want to give the co adjust mod a try. My question is, does the jumper wire need to be grounded at all times or just during the adjustment process. Ive been looking around for a couple days but havent really across...
