As far as I know ALL 2004 models were effected, unless it was a US only thing. There should be an actual plate with the vin on it, not just the sticker. That plate is what would have the punch marks on it.

If it's an 04, then it's effected. You can write down your VIN and call the dealer, and they should be able to tell you if it's been done or not. You'll also want to check to see if the sprocket lock washer has been changed as well (a "recall" on that too).

For the front strap on the tank bag, I loop mine around the bars between the mounts (it's loose so there's plenty of slack to let the bars move as necessary). I see it as more of a safety in case the bag drops off, rather than an actual attachment mechanism, since that's what the magnets are for.

7-8 from Boston is about right. I live in Rochester, about an hour and a half from Niagara Falls. NYC is about a 6 hour drive from here, so 7-8 from NYC, or possibly a touch more, depending on where in NYC you're coming from. I can't remember exactly how far DC is from here.

I didn't read all the comments, so I don't know if it was mentioned, but one thing to keep in mind is that Niagara Falls is roughly a 7-8 hour drive to from DC, and it'll be even longer from DC.
