Once you've held your RE licence for 12 months, you can get a learners permit (you automatically get one in QLD) to ride R class bikes. Which means (in QLD) somebody shadowing you until you are competent, and go pass the test.
No, I got my learners permit for R class as soon as I got my RE class licence. I have been riding my FZ6 legally with a permit for the R class WHILE holding RE class licence. I just have to display a L plate on my FZ and have a shadow.

WA learner laws are 1000000000000 times better than QLD ones.
I have to hold my RE licence for 12 months before I can get a learners permit for an R class :rant:
