why even use rear brake?

I use the front only most of the time in normal city driving. When going faster and needing to decelerate like on an off-ramp, I use both. Emergency stop is both hard, but front more than rear.
 
I learnt that you should brake first with the front and then the rear using a ration 80:20 F&R.

Where did you hear or read this? The rear should be applied just before the front as it will preload the rear suspension and reduce dive on the front.
