Tachometer (guage cluster) loose

I have a 2006 FZ6. I noticed recently that my tachometer gauge cluster is loose out of the housing. It looks like there are two holes on the top part where either two bolts or plastic clips would be to hold the gauge cluster in place and keep it connected to the housing. What is supposed to be there to fasten it and keep it from moving around? Thanks for the help.

I have a 2006 so let me get a look at it tomorrow in the daylight. if you could show a photo of exactly where you think bolts should be that would make it a little easier.
