Im 5'9, with a 29" inseam, ya my legs are short. With running/ tennis shoes on, I can put the full 'front half' of my shoes on the ground. Any shorter of an inseam, I probably wouldnt feel very comfortable for city commuting.
I think I've posted in this thread before, but I recently was photographed on the bike and I don't look nearly as awkward as I thought I would!
I'm 6'4", 35" inseam. FZ6 is pretty comfortable - I don't have a lot to compare it to... but it's definitely more comfortable than my old SV650S.
Only complaint is that I have to lift up my leg to downshift, as my legs are at such an angle that I can't bend my foot up over the shifter. Sucks. I have lowered footpegs, but I feel like the extra comfort there is worth the downshift issue.
Isn't there adjustments you can make to the height of the shifter?

Where would they sit? LoL
6'1" with a 31/32 inch inseam. I can sit with two feet on the ground at lights (even though I don't usually). It's nice to be able to maneuver the bike in the garage and on driveways though.
