Excessive handlebar chatter = bearings?

This past week I have been getting a lot of chatter in my handle bar going over bumps and during braking. Is this most likely my bearings?

it sounds like the head bearings, i had a similar problem with my fz6 fazer, it had only done 10,000 miles at that time, i tried tightening them, it worked for a while but the best thing to do is just change them. i know how annoying it is when you trying to enjoy a good ride and all you get is that knocking through the bars every time you brake and go over bumps.
