Adjusting idle speed

My bike idles at roughly 750 rpm. Per the service manual it should be around 1300. I want to increase it, but it says the throttle bodies should be synced beforehand. While I plan on doing it in the future, I haven't made the gauge set to do it yet. So the question is, can I bump up the idle speed without syncing the tbs without any ill effects?

Of course you can. It's just a idle speed screw there are no ill effects. There are some effects like less likely to stall and battery less likely to be drained when idling.

Yes. You can increase the idle speed without syncing your tb's. Even if you don't plan on syncing them now, you should do so one day! You'll notice a smoother bike!

The idle speed adjustment definitely messes with the TB sync. It takes me awhile to sync my TB's and get a perfect idle because the moment you increase or decrease idle speed the TB's get all out of whack. If you have never done your TB sync it can't hurt much though!
