Need help identifying this screw

Im rebuilding front suspension only replacing the inner tube
Allen hex too loose metric or sae
Torx way too loose
This is the first time ive seen this type of set screw

It looks like a flat blade, or even a Phillips screwdriver would engage that fitting.

Is this the MT09 ? Have you looked in the service manual? There may be a listing for a special tool required.
I agree with Gary that something else might work, maybe even a Robertson.

It also looks like there is a swedge to keep it from backing out. Don't know if it was intentional or got smacked by accident. Does that screw lock and clock the casting to the tube?

I'm starting to wonder if it is a screw at all. Maybe press-fit or staked at least. For safety it can not come out under any circumstance.
The parts list for the MT-09 does not show either the inner fork or the 'bracket' available separately, they are considered a one-piece unit.
@Cocoloco , have you somehow sourced the inner fork as a separate part from a wrecker or something?

I saw one for sale on ebay i guess its from china

I managed to get it out
Bought square shape drive bit
Blowtorched the sh*t out of it then came out
I thought all along theres only one bent fork leg
I was wrong one looked, tested it rolled on a glass table and its wobbling too

Is there a hole or indent in the fork that the screw sets in to? Or is that the dimple in the first pic?

No, the set screw is pressed against the thread of the inner tube
That dimple is the problem aside from being bent thats the part where the fork seal run into
