In a logical universe I would think that at least insurance companies would weigh in on the state to help make the law mandatory for all ages.

Down here, you have to be 21 to NOT wear a helmet, however ALL riders must have $10,000 in health insurance to do so..(state mandated)

Eye protection is mandatory for the operator..

Roughly 80% don't wear helmets (mostly HD riders/passengers).
