How about creating a crowd sourced alternative to lojack?In its simplest form - its just a 2.4Ghz radio beacon and a receiver. This will be similar to some of the pager-alarm systems available for purchase,but the alarm can be designed to broadcast to any receiver instead of just one. This way anyone who has the receiver can monitor if any vehicle near him/her is sending out a alarm. The data sent can include the vehicle type and phone number of the owner.
It can also have the option to disable the broadcast(by its owner) or for the receiver to respond only to its corresponding beacon/alarm - to give the user a choice to participate/opt-out of the system.
Having more listening stations than just one will enable a much wider security net than having one pager per user, which sometimes can go out of the range of the pager system.
