Final Update. For the this thread.
Soaked Pressure Release Valve for a couple of days in injector cleaner. Blew out good with air hose. and tested at 30ish PSI seemed be holding.
Pressure tested pump motor to 70ish PSI out of assembly.

1. EFI fuse was blown due to failed pump...replaced
2. Fuel Pump: Replaced Pump Module $30ish
a. New pump tested out of tank and In
i. Kicks on with key and pushes fuel to a bucket in diag modes
c. Fuel sender ohm tested while out of tank returns 21 Top to 142...

2. Pump power test was to pump power not fuel level sender... thanks to excellent diagrams in this thread :). Yes weird.. since FI fuse is not blown in Bus.. perhaps FI power has never activated? Correlates with the 0.0 FI voltage in Diag mode.

OK Here is status of debug
1. Tested fuses in right side block all good
2. Applied 12V directly to Fuel Pump with 10 amp inline fuse on pos jumper. Fuse popped..No pump action. Will replace using $30is ThEBay pump and rebuild
3. Crankshaft Position Sensor (code 12) Ohm tested ok @ 297...
